The government will import 17 million tonnes of fuel oil

During the period from July to December of the next year, the government procurement committee has approved a total of 14 procurement proposals, including one for importing 1,680,000 metric tons of fuel oil. The total expenditure for these approved proposals amounts to 18,596 crore 92 lakh Taka.

On Wednesday, July 26, in a virtual meeting chaired by Finance Minister A.H. Mustafa Kamal, the committee members, senior secretaries of the concerned ministries, and senior officials were present. After discussing the various aspects of the approved proposals, the additional secretary of the Ministry of Finance, Saied Mahbub Khan, presented them.

The Economic Affairs Committee and the Government Procurement Committee held their 16th and 24th meetings, respectively, regarding economic matters. In the Economic Affairs Committee, one proposal was presented, and in the Government Procurement Committee, 14 proposals were presented. These proposals included six from the Roads and Highways Department, two from the Energy and Mineral Resources Division, three from the Ministry of Commerce, two from the Local Government Division, one from the Secondary and Higher Education Division, and one from the Civil Aviation and Tourism Ministry. The total amount for the approved 14 proposals is 18,596 crore 92 lakh 52 thousand 265 Taka.

Additionally, the Extra Secretary mentioned that the committee has approved the procurement proposals for printing, binding, and supply of 91 lots of textbooks for the upcoming 2024 academic year for pre-primary, 6th-grade madrasa, and 6th-grade vocational students, amounting to 645,483,083 Taka. The total expenditure for this project will be 228 crore 65 lakh 45 thousand 783 Taka, with each book printing, binding, and supply costing 35.42 Taka.

The committee also approved the Variation Proposals for NGOs engaged in the Urban Primary Health Care Services Delivery Project-Phase II (revised). The project aims to provide primary health care services to resident communities in 22 partner areas of 9 city corporations and 2 municipalities. An amount of 2,740,317,997 Taka has been allocated for the hiring of 22 NGOs until March 31st. The current contracted NGOs will also receive an additional allocation of 2,458,567,569 Taka for a 15-month extension from April 1st, of the current year to June 30th, 2024, to maintain uninterrupted health services with the existing international contracts.

The committee has approved the procurement proposal for Package-5 of the implementation of the Western Economic Corridor and Regional Enhancement Program (WECREP) Phase-1 project, undertaken by the Local Government Engineering Department. The project will be executed jointly by three recipient organizations: (1) Mojar Enterprise Private Limited, (2) Taher Brothers Limited, and (3) Messrs. Shamim Chakladar. The total expenditure for the completion of the work will be 1,000 crore 85 lakh 83 thousand 908 Taka.

Moreover, the committee has also approved a procurement proposal for the local purchase of 8,000 (+5%) metric tons of Masoor Dal (lentils) for the fiscal year 2023-24 through open tendering. The tendering process resulted in six proposals from the lowest responsive bidders, and after the completion of all formalities, the contract has been awarded to Nabil Nabawal Foods Limited for the supply of this Masoor Dal at the price of 94.49 Taka per kilogram. The total expenditure for purchasing 8,000 metric tons of Masoor Dal will be 75 crore 59 lakh 20 thousand Taka.

Additionally, the committee has approved a procurement proposal for the local purchase of 80 lakh (+5%) liters of Soybean Oil for the fiscal year 2023-24 through open tendering. The tendering process resulted in two proposals from the lowest responsive bidders, and after completing all the formalities, the contract has been awarded to Meghna Edible Oils Refinery Limited for supplying this Soybean Oil at the rate of 163.95 Taka per liter. The total expenditure for purchasing 80 lakh liters of Soybean Oil will be 131 crore 16 lakh Taka.

Furthermore, for the L&G Program (Local Governance Program) activities, the committee has approved a variation proposal for engaging 1,500 consultant service providers and 15 visits at a cost of 5 crore 59 lakh 47 thousand 900 Taka. The contract is for a five-year period from July 1, 2021, to September 30, 2026, within which the service activities have already been completed. However, due to ongoing activities in ensuring the safety of LPG cylinders and additional engagement with new organizations for signing contracts in the field of the consultant, hours, and travel expenses, etc., Amendment-1 has been proposed to increase the expenditure by an additional 13 crore 16 lakh 19 thousand 214 Taka and is approved by the committee.

A committee has approved a proposal to import refined petroleum products based on a Gas-to-Gasoline (GtG) process from various state-owned organizations in different countries from July to December 2023. Bangladesh Petroleum Corporation (BPC) will import a total of 1,680,080 metric tons of various types of refined petroleum products from six different entities. This import will incur a total cost of $1,178,978,172, equivalent to BDT 12,850 crore and 87 lakh.

The prices for each barrel of gas oil, Jet A-1, Mogas, Furnace oil, and Marine fuel are $87.55, $87.20, $88.31, $443.83, and $561.11, respectively. The quantities of imported petroleum products are as follows: 1,040,000 metric tons of gas oil, 130,000 metric tons of Jet A-1, 350,000 metric tons of Furnace oil, 100,000 metric tons of Mogas, and 60,000 metric tons of Marine fuel.

Furthermore, a proposal for the procurement of materials for the ‘Mymensingh-Kaotkhali Bridge Construction’ project has been approved. Seven entities submitted their proposals, and two of them were jointly selected to carry out the project: (1) CSSC, China, and (2) Spectrum Engineers, Bangladesh. The total expenditure for this project will be BDT 2,137,972,721.

Another project, ‘Bogura (Jahangirabad) Natore Regional Highway Improvement (1st Revised)’ has received approval for the procurement of work for Package WP-04. Eight entities submitted their proposals, and only one of them was found responsive. The project will be executed by Mir Habbibul Alam and Mahbub Brothers Private Limited, incurring an expenditure of BDT 1,258,418,359.

The project ‘SASEC Dhaka-Sylhet Corridor Road Development’ has also received approval for the procurement of work for Package DS-09. Nine entities participated, and two were jointly selected: (1) CPICI, China, and (2) CRFGI, China. The project will cost BDT 1,042,957,171.

Furthermore, the project ‘Tangail-Delduar-Lauhati-Shaturia-Kawalipara-Kalamopur Bus Stand Regional Highway Improvement’ received approval for the procurement of work for Package WP-07. Two entities participated, and both were found responsive. The project will be jointly executed by NDI and EITABL, Bangladesh, with an expenditure of BDT 2,860,000,000.

In addition to these projects, a proposal was presented to purchase 7.5 million liters of Reishabran oil from M/s. Majumdhar Products at a cost of BDT 117,750,000.

Please note that all the amounts mentioned above are in Bangladeshi Taka (BDT), and the equivalent values in USD were provided based on the exchange rate at the time of the proposal.
